1. Confirm the purpose of the BOQ
Start by confirming why the BOQ is being prepared. A tender BOQ helps bidders price the same scope on a comparable basis. A budget BOQ supports early cost planning. A valuation BOQ supports interim payment claims. A variation BOQ measures a change to the original scope. The format may look similar, but the level of detail and the required approvals can be different.
For tendering, the BOQ should be clear enough that multiple contractors can price the work without guessing. For internal budgeting, it may be acceptable to use broader categories. 2. Collect the source documents

A simple BOQ usually includes item number, description, unit, quantity, rate, and amount. The amount is calculated as quantity x rate. 8. Add preliminaries and general requirements
Preliminaries cover project-wide costs that are not tied to one measured item. These may include mobilization, site offices, supervision, temporary utilities, safety requirements, insurance, permits, temporary fencing, cleaning, testing, as-built drawings, and demobilization. If preliminaries are not included, contractors may spread those costs across measured rates, making bids harder to compare.
Describe preliminaries carefully because they can be significant. State whether they are lump sum, time-related, fixed cost, or measured separately. This helps the client understand what is included in the tender price and how those items will be paid.
9. Review rates and pricing logic
If you are preparing an unpriced BOQ for tender, the contractor will enter the rates. If you are preparing a priced BOQ or cost estimate, build rates from materials, labor, equipment, subcontractors, waste, overhead, profit, and risk.
